cause value 17 means user is busy. Can you check if you have phones
registered to CME (show voice register poo all brief). Also, are you
limiting the number of channels on the DNs using max-calls or busy-trigger.

What is your IOS version. Try Upgrading your IOS Version, that will resolve the issue.
