CME Hunt Group Rings Extensions then drops call instead of queuing

An external caller calls in and gets the AA. They select the menu option wanted and then rings the 3 phones in the hunt group. After ringing all 3 phones with no answer the call drops instead of going into a call queue. Any ideas?
