Concurrent Jabber Phone only with Contacts and full IM & Presence Jabber possible?

Is it possible to have two buckets of users in IM&Presence so that some users aren't enabled for Chat and Rooms but can still have the contacts tab?

Currently we have jabber users separated through UC Service Profiles for Phone Only and Full Jabber but wanted to see if we can get the contacts added to individuals using the Phone only mode as well without adding Chat and Rooms.

Phone only mode with custom contacts requires a global setting change on IM&P admin to disable all IM functionality. So no, this isn’t an option.
