Im trying to get to option 9 in settings, on a CISCO IP PHONE 7960G, to unlock network but it only goes up to 6. Am i doing something wrong, please advise.

Options only go to 6 on a 7960. Network configuration is option 3. You can press **# in the network menu in order to unlock locked settings.
