I am trying to add contacts to my personal directory on my CP 8841 VoIP phone, but it is asking me for a UserID and PIN. I work for the US Army and we just got these phone, but was not given this information.

Indeed, it is necessary for your network administrator to provide you with credentials.
This is indicated by this guide:
Before you can sign in to your personal directory, you need your user ID and PIN. Contact your administrator if you don't know this information.
