CUCM 9.x - Call Recording Announcement

I have searched all over but cant find exactly what I am looking for.

I am looking for a way to play an announcement to a select group of phones (5) for all incoming and outgoing PSTN calls. These phones are not agents.

Caller -- ITSP -- CUBE -- CM -- IP Phone

We have CUC and possibly UCCX at our disposable but I am not entirely sure on how to configure it for what I am looking to do.

Not sure what you're asking, you want that anyone who calls any of those phones to get a recording before connecting the call??

Or that when those 5 phones try to place a call they get a recording??

Both actually but only for external callers.

If it's only for 5 phones inbound calls is not a problem, simply get CUC in between

PSTN -> CUCM -> CUC call handler -> phone

Outbound calls that's a different challenge as you don't know what they will dial and CUC will not transfer the called number across, not sure if UCCX could do this.
