CUCM Reject cause 41

Hello,

Can you guys please help with an issue I am having. We are currently running CUCM v10.0 single cluster with remote sites. We recently added a new remote site but have been experiencing some difficulties. Apparently when the lines go idle for more than 30 minutes our user at the branch are no longer able to make outgoing PSTN calls. 

However, if you were to call in to the site it would be successful and afterwards users would be able to make outgoing PSTN calls again. We have a gateway at the site a  CISCO2901/K9 with 4 FXO ports and 1 E1 controller. The problem occurs when trying call via the E1 lines and via the FXO ports. 

Please help.
