We are encountering the same issue.
Already opened a ticket to Cisco TAC but they said that it is an issue with the provider.
"Transfer Capability = Unrestricted Digital in the ISDN setup is causing the problem.
It disables normal codecs on vgw level and because of that the call is failing with codec mismatch.
They could not find a method to disable this on the vgw.
I curently asking the provider from their side. Hope it will work.
I will inform you on the results.
