CUCM to 3PCC Firmware - CP-8851 v08

I have a CP-8851 that is brand new running 12.0.1 SR1.  I do not have CUCM.  When I attempt to "downgrade" the firmware to the latest MPP firmware (11.1.1) it fails.  No errors are given.  The new firmware just shows up as "Inactive" with a green check-mark next to it.  I cannot login to the web interface (says connection refused).  How can I get this phone on the MPP firmware?

I have read an article that says that you cannot move to the MPP firmware if you are on enterprise firmware.   I've also read that any hardware that is v08 or higher cannot downgrade below 11.7.1.  Since the latest version of MPP for this phone is 11.1.1 - does this mean that any v08 phones are not mpp firmware compatible?

If the phones comes with Enterprise image then it is NOT POSSIBLE to convert to 3PCC.
