Hi,
I had encountered a DHCP issue with CUCM 7.1: I have 2 refurbished Cisco 7940 IP Phones configured on SCCP. On completing the creation of the phones and DN in CUCM, I was able to get the phones working with static IP configuration but got stuck at "Configuring IP" with DHCP enabled.
I had changed the IP Phones with 2 working Cisco 7940 spares and got the same issue.
Would appreciate any solutions to get DHCP working. Thanks.

I'd start by making sure the DHCP services are running.
If the phones are not in the same subnet as CUCM, to make sure the regular config to get this to work (DHCP server in other subnet) is all in place. routing, ip helper-address, etc

DHCP is confirmed to be working as the other Cisco IP Phones are able to obtain IP addresses from the server.
