dial plan translating number

hello,

I need some help to set a dial plan for cisco spa3102 sipura router.

I need to change every called number in this way :

example : if  I call 00359 84 xxx xxxxx        the router must send   :   00001359 84 xxx xxxx

So, I need 00 to be sent like 00001.

How is that possible, please?
