I havn't found any dictionary for cp7861 with 3pcc fw. Can someone help me?

Hi,
Do you mean a local address book?
If so then either select the Address Book PSK on the phone (looks like a book) :-) and add names to it using the phone UI.
The other solution is to go to the webpage of the phone:
http://ip_of_the_phone and go to the directory page. Here you can add/delete/change entries as well.

Dictonary for different languages can be found here:

go to the latest MPP firmware folder to download either the firmware or the dictionary/locale files.
If you are refering to directories then you could either use the Directory PSK (is the key that resembles a book) or go to the webpage of the phone:
http://ip_address_of_phone/ and select the dictionary tab.
