According to Cisco info, after changing NTP setting on Call Manager Publisher, all the subscribers have to be restarted.

Is it necessary to restart those servers? Since the rest of the nodes in the cluster are sync with Publisher, why do we have to restart all of them?

Like the doc mentions:
Note After deleting, modifying, or adding the NTP server, you must restart all other nodes in the cluster for the changes to take affect.
