I have a ccm 7 i config it to route call to cme at one location through wan ,but i tested there is no answer thr destin phone is ringing but no reply i heard a fast busy signal , i want to know do we reqire a retun path to ccm from ccme

The setup is pretty easy
Config CME as H323 GW in CUCM and then use it for the route pattern doing whatever digit manipulation is required.
Then in CME configure a voip DP pointing to CUCM for calls the other way.

i do made a call c
ucm to cme when did i was able to get connected but i dont understand
this is possible even if i dont have the dial-peer configured on cme how the
calls cme back to cucm

When you are doing a phone call from the cucm to the cme you are doing this
CUCM----route pattern----cme
The CME match the default dial peer as the incomming one, and afther that matches the outgoing dial peer and routes the call.
At the moment the CME is trying to call the CUCM the cme do not know the the path to call the CUCM since does not have an outgoing dial peer pointing to that.
In order to fix the problem you just need to add a voip dial peer pointing to the CUCM
