My cisco unified call manager has gotten this error (Low on memory; try again later) How to resolve this problem, please?

Have you tried rebooting your CUCM?
A reboot usually fixes these types of issues which arise from memory leaks due to bugs or hung services due to high uptimes.

Either raise a TAC Case and get TAC to investigate the memory leak or reboot the CUCM.
Rebooting alone means the problem will come back later.

Send an email to TAC with the serial number or a valid Service Contract.
