what is the explanation about this output?

and what mean pair status is

The PED is pulling power. That is it.
No way to determine if the PED is booting up or crashing.
Try doing a TDR.

Is the PED connected using a cross-over cable?
And only two pairs are used?

ON meaning the PoE device is plug
Device IEEE PD it use standard as show below
Class is 3
Max is 15.4 "15.4 according to standard IEEE 802.3af the max power is 15.4"
