Garbled Outbound Voice. Crystal Clear Inbound Voice

I am currently using CIPC 8.6.6 and Jabber 12.6.1.34405 under Windows 10 64bit.  Home internet is through Cox and connecting via Cisco VPN for phone services.  Download speeds are 90-100MB/s, Upload speeds 10MBs, Latency 9ms.

 

More frequently whenever I am placing a call, the recipient is hearing my voice all garbled or compressed.  I can hear them crystal clear.  Sometimes calling back will help a little but not always the case.

 

Have uninstalled and reinstalled CIPC multiple times.  Checked home router and made sure that any VOIP applications get highest priority for traffic.  Restarted router and modem.

 

Our IT department is suggesting it is on the Cox end but because i am hearing the caller crystal clear, I do not believe it is an ISP issue.

 

Am I missing anywhere to troubleshoot?  Ports, settings, logs to check, etc?
