getting busy tone after CUCM latest release upgrade

We upgrade CUCM 9.1 to latest release, after these upgrade the phone firmware 7961 - SCCP41.9-4-2SR1-1S as follows, when we are calling internal phone it give busy tone even when the phones are on-hook. Kindly advice.

Is the busy tone coming only when the other phone is being called or when going off hook? Check if all servers have been upgraded successfully and the replication status is 2 on all servers. A ccm service restart on the nodes to which the phones register can be a quick fix.
