Getting Registration Rejected: Max Phone after Router reload

Guys,

please your help, I have my system using the cisco router 2911 as CME version 12.0, and each time the router reloads the phones shows Registration Max Reject. The problem begins with older version 9.0 of CME we did all the troubleshooting by checking licenses, doing the EULA agreement and nothing fix the issue. All the time I have to do the no max ephones and max ephones to fix the issue. please look the attach document.

Just delete telephony service and try to install again. Do noy forget to put max ephone and max dn

Thanks, for the tip but I did that several times, and I did upgrade the IOS to THE LATEST and still the same issue, everytime I do reload on the router I got the same issue. So I have to delete max-ephones comand and put it again and phones start to register.. license are good and EULA is accepted but still no luck.
