H323 failover

Hello,

We have three H323 gateways configured in CUCM 6.1.2. The 1st and 2nd one are GSM gateways and the 3rd one is the Cisco voice router, 2821 with 1 E1 line. The problem we are encountering is that when the 1st GSM gateway is busy, calls are not hunting to the next gateway. Similarly when the voice gayeway is down, calls are not hunting to the GSM gateways. We have properly configured the route groups and route list. Is there any other parameter we should configure in the CUCM? Has anyone come to a similar problem?

Stop Routing on Unallocated Number Flag = False

Stop Routing on User Busy Flag = Flag
