We are looking for a hosted voip solution for small businesses (Less than 25 phones) that can use Cisco IP phones, not SPA phones. Does anyone have any experience with any reliable options?

You can get a 2901 or 2911 and run Cisco Call Manager Express.

No problem - I believe their UC service offering is called MaxxPoint...has a lot of features and they've been around a while. They are a Cisco partner and a Gartner leader in UCaaS.

+5 for Yosh , as he mentioned you can go to Cisco CME solution which is router based . You can use Cisco router 2nd generation as 2901 , or 2911 .You have to ask yourself one question regarding if you will need a service module for voice mail , or not . you have also to do a survey for no.of users which will be supported by your CME in future . I'm quite familiar with CME. I've deployed it many times. It's not always the correct solution even for a small business. I have more than one scenario where a CME isn't an option. For example. I have a business that has 10 users that all work from home. They would like a central phone number and extensions for each employees desk phone. Also, shared VM. This all needs to be cloud based.
