Ideally, you want to connect the codec uplink port to a live network jack; the codec will try and DHCP for an IP address. If there is no DHCP server on the network, the codec does not have a valid address, internal processes/services won't start. Therefore, normal web GUI is not available. You will need a live network jack and a DHCP server active on the network for the codec to function properly.
What do you try to accomplish? If you just need to re-enable the web GUI and/or assign a static IP address to the box, there is a way but it still required to be connected to a live network jack.
