How to restrict admin access

I need to delegate rights to reset ip hone user PIn/password and reset phones. how can I do this? the current roles and default groups seems limited

In callmanager admin go to:

User/assign privlages to group

there should be a phone administration group, assign full access to standard phone and user management.

You need to have acces to do this.
