Solved: I can not restart the phone from the CUCM 8.5.1.10000-26

I'm around trying to restart from the CUCM several phones however not sent restart think it's some bug someone has happened something similar and restart the clouster not the bug was corrected

Hi - confirm the database replication is ok for your cluster by running the below command from publisher (or even better on all servers):

utils dbreplication runtimestate

if the dbreplication is fine then its most likely to be an ITL file issue. You can try erasing ITL file on one of the phones if it fixes the issue.

On top of what Terry said, are these phones currently registered? You can't restart a phone CUCM has no control of, so if it is unregistered or has never been registered you won't be able to affect the phone.
