I bought a CISCO 8861 phone for my surprise the phone works fine, I can see its IP and enter its settings, where my problem begins, I try to access the web interface and there is no way that I can, I need urgent help, can you help me?
When I try to access the web interface with the ip I get "ERR_CONNECTION_REFUSED"

Assuming you are expecting a configuration GUI, you got the wrong phone model, that one is running enterprise FW, most likely whoever used it before you disabled web access. Now, even if you enable web access via the. Xml file, you will only have a read only GUI and the option to download logs. Plenty of threads here on how to configure the phone with a 3rd party PBX using enterprise FW.
If you wanted a config GUI, you had to buy the 3PCC/MPP variant of the device, you can switch the FW to 3PCC/MPP, but there might be a cost, all the info is at upgrade.cisco.com
If you want to use the phone with CUCM you can perform a factory reset and configure it in CUCM admin.

The phone's firmware will need to be converted to Enterprise image (for a fee).
