I use CME with IP phone, FXO card is use for PSTN connection with config listed below.
When I dial in, the IP Phone display the caller-id as 9999.
How can I fix it?
voice-port 1/0/0
plar connection 7001
caller-id enable
dial-peer voice 1 pots
destination-pattern 9991
forward-digit 3
port 1/0/0
dial-peer voice 2 pots
destination-pattern 9T
port 1/0/0

First, did you perform "shut/no shut" after you added the "caller-id enable" command? If you didn't, then make sure you do that.
Next, what is happening is that on an inbound call, it is matching the first dial-peer that is enabled on that voice-port. So to solve this problem, do this.
dial-peer voice 10 pots
incoming called-number .
port 1/0/0

The caller id become unknown for this time.
Is this the Telephone line not provide Caller-id or any config on CME to allow Caller-id.

To find out if line is providing caller-id, enable the following debug and make an inbound call.
debug vpm signal
If there is caller-id being presented by line, it will show there. If no caller-id is being presented, you will see that also.
