India Logical Partitioning with ICT

I am adding a new cluster in India and extending it to a US based cluster via SIP ICT.  According to https://www.cisco.com/c/en/us/support/docs/unified-communications/unified-communications-manager-callmanager/214291-implement-geolocation-across-cucm-cluste.html guide I need to assign geolocation to all devices on the US cluster.  Is there a way to handle logical partitioning without updating all of the device's DPs on the US cluster as it's a very large cluster with 10K+ devices. I would like to limit the configuration scope only to the India cluster and the ICT. Any advise is appreciated.
