Got a stupid question.. I have a 2951 ISR G2 router. when I look at the LIC all I have is IP Base.
In telephony service I can configure everything , have 200 ephones. The issue I have is even though I configured everything nothing will register. I suspect it is the missing license.
The issue was we had to get the router thru distribution so it had to have all the pieces installed. This is not normal but sometimes in emergency when we cannot wait to get from Cisco Directly we get from supplier thats why the piece work.
So for the sake of looking very stupid I suspect the missing lic is why my configuration is okay but nothing registers

Hi Mike,
Here is a great doc to go through in order to validate and make sure licensing is / isn't the issue in your case:

Hi Mike,
If you have only IPbase enabled, I dont see how the IOS would allow you to configure voice related commands. It's best to doublecheck the licensing as per the link I provided. Also, please share the outputs of the following commands:
show version
show license detail ccme-srst
show run
