Hi all,
I'm experiencing problem with IP Phone 9951 registration to CUCM version 8.0.3. The phone can't registered to the CUCM eventhough I have specify the MAC Address on CUCM.
The phone displaying "Phone not registered", and i have check on the phone status but there is no error.
The phone status displaying over and over :

Does anyone experiencing the same problem?

Hello,
we had the same problem. Which firmware has you phone? It could be that you not get an IP address via DHCP.
It could be this bug:
CSCth40710
Bug Details
9900 Large DHCP Packet not backwards compatible with many DHCP servers
Symptom:
99xx phones fail to get an IP address via DHCP.
Conditions:
Certain DHCP servers do not like the large packet size of the 99xx DHCP request packet causing them to reject it. The same DHCP server may work for 79xx phones however.
Workaround:
Use a static IP address or check the DHCP server settings for to override the length and accept the packet.

Thanks for your information.
Unfortunately I have used static IP on the Phone, but the phone still not registered to the CCM.
Should i use secure shell on the phone configuration? Any idea?

Hello,
the Cisco CallManager Service and Cisco Tftp are up and running?
Try to reset the security settings. Go to Settings >> Administrator Settings >> Reset Settings >> Security Settings >> Reset.

Hi Marcel,
All services are up and running, exclude the DHCP monitor service.
Did you mean to reset the security on the IP Phone? I have done that, but no affect at all.
Should the phone associate to the application user? Please advice.

Hi Marcel,
Unfortunately, I can't access the URL that you gave me.
I found out that on the IP Phone 9551, there is Initial Trust List (ITL) file which the TFTP server is going the wrong domain. Do you know how i can remove the ITL file?

you could remove the ITL if you reset the security configuration on the phone.

sorry i didn't read the complete post.
You must enable the webaccess on the phone configuration page. Then you can access the url.
Did you resolve the issue?

Sorry for the late reply.
Unfortunately this issue still not solved yet. I have contacting TAC to help us with this issue, but it seem the issue still not solved. Now the TAC engineer escalate this issue to the Development Team.

Hello Hendi,
I am currently running into the same issue.
I have a new 9951 added the phone to the CUCM 7.1(5), but the phone is not able to register.
The Call Manager tells me "Rejected", but I cannot identify why it is rejected.
The phone is receiving an ip address, tftp server etc.
Further I can change between German and English locale.
Did you come to a conclusion with cisco TAC?

Hey all,
I have just got the solution with the help of Cisco TAC.
For those guys having the same issue here the solution.
The Cisco 9951 is an absolute SIP phone.
Therefore it is necessary to define a line DN to make the phone register itself to the CUCM.

Hi All
I have discovered the below:
1) if i enabled auto registraton it works fine, load with dn and works fine.
2) if i disable auto registration and add manually without DN the phone not registerd
3) if i add phone manually with DN number it works straight away.
4) If i add phone manually without dn number and then add dn number it works straight away.
So as you mentioned in previous message, the phone need DN to resgister, My question is this phone does support extension mobility,
i want to use this for extension mobility between 9952 phones, It is possible or not?
Can some one please help me the settings if it possible for extenson mobility.

CUCM will not register SIP Phone without a DN. EM is supported on these phones -
