Issue related with PRI

We are using Cisco router 43XX series ..where iso is " isr4300-universalk9.03.13.02.S.154-3.S2-ext.SPA.bin"

Telco PRI is terminated on tE1 port on the router ...

PRI shows status UP but it will flap the in every sec..so that end user are not able to do calls ..

we checked with the Soft loop & hard loop & Telco end loop back test.

Same PRI running fine on the Simens EPABX on this site.

Telco already confirm there is not issue from there end

We checked Switch-type, Encoding,framing parameter with Telco & same was configured .
