Shall I add new framework for every new jabber users ( android & Iphone ) ?

My Cisco phone is seen busy, when wifi is dropping connection several times, then I forced reset to my phones and jabber settings. That is why I want to know how it configured correctly

Assuming you want the same user to use different Jabber devices at the same time, or simply has the ability to use it on any of his devices, yes, each device type requires a different configuration in CUCM for it to work and register as a CUCM endpoint. The Jabber configuration guides cover everything that is required.

no, each user has different jabber accounts, and when my mobile phone disconnected from Wi-Fi several times, the Cisco desk phone is lit in red and no one can call you (it’s busy)
