Is it possible to limit access to the http://<server>/ccmadmin URL to a specif ip address range?

yes, but it has nothing to do with CUCM since you need to create ACLs on the router or L3 switch to achieve this
CUCM has no way to do this by itself

Hello java,
an ACL will not help because everyone should be able to access the ccmuser page but not the ccmadmin page. so I cannot block port 80.

just don't give the users access to ccmadmin by not giving them privileges to log in
just give them access to ccmuser
if they can get to the page but not login there is nothing to worry about, if this is no good then do ACLs using the URLs and not per port or protocol
