Link down limited functionality

After a power failure at a site the cisco phones is giving the following message" Link down limited functionality"

I have checked the config and also checked that the WAN links were up. Restarted the Gateway and the phones and still getting the same message.

What else can I check and do to get the phones up and running.

few questions,

1. these phones are with CME, or CUCM ? topology please

2. how many phones got this issue at this site, how about other sites if there are multiple sites?

3, the phones connected to switch?  how was the interface status at the switch about these phones?  did you get CDP information if it is a cisco switch?
