I am looking for a way to do live call monitoring on Cisco Call Manager. I am aware that a "barge-in" feature is available in IPCC but I am wanting to see if the same feature can be accomplished without IPCC. I am familiar with the same feature in the Avaya world where it is referred to as Service Observe and it is part of the base CM offering.

silent monitoring is coming as a built in feature in CM 6.0. For now you will have to either use IPCC or third party recording/monitoring products. Check this product for example.
