How can we make call restrictions? In the morning they should login with their user password and when they go away they should log out and noone can use their phone. Is it possible?

I'm not sure why you wouldn't use EM.. that's what it is designed for.
Anyways, other ideas:
1) Use FAC to require authorization codes for all off-net calls.
2) Look at third-party applications that provide a "phone lock" concept. Radianta's Beacon Office has this. I've also heard of (but not tried) a product from rsconnect.net called Auto Logon Module that claims to automate the EM login/logout based on the computer attached to the PC port logging on/off.

what I want to know is will it ask FAC always when making calls, or is there a time for it for a period of idle time ?

FAC/CMC is for every single call that goes thru a FAC/CMC enabled pattern
