With just CCM server you cannot setup a password for meetme. Though you can use a combination of CCM, Unity and IPCC to ask for pre-configured pass codes scripted in IPCC to prompt the caller for the password and then transfer to Meetme pilot.
A thread that was posted a few months back is also possibly helpful.
The above requirement of starting the MeetMe conference through an external phone(PSTN) along with authentication,limit of users per conference and scheduleing feature IS POSSIBLE through an application and we have done it.
