Hello,
Just for starters the range and port you are using is fine. We would really need a capture to be able to tell what is going on. What firmware are you using on the 7960G? I would try it with the latest firmware. Sounds like they are going into 'receive state'(muted and speaker comes on). Maybe you need to send a volume option as well? Tough to tell without a capture though. One thing you could try also is using the edge port range like 20482.
