Hi Raza
This signalling flow looks fine, so we need to look at SDP and the RTP communications here.
So it looks to me that you have MTP'd the call onto a software MTP on CUCM? I say this because of the inbound SDP from CUCM has the same IP for media as for signalling:
=0
o=CiscoSystemsCCM-SIP 6188936 1 IN IP4 10.200.15.20
s=SIP Call
c=IN IP4 10.200.15.20
t=0 0
m=audio 27900 RTP/AVP 8 101
Please can you confirm/provide:
Thanks

Also, since you're saying that this is only impacting certain calls going out to the same carrier, can I ask that you please provide a debug for a working call, let's look at the media communication and see if we can find a discernible difference.

Hi,
Looking at your debugs, it could be routing or binding problem. Please share CUBE config and the following command during active call (called number is 0018773473393)
sh call active voice brief called-number 0018773473393
