OFFNET to OFFNET transfer Open for some phones

Dear all,

I need to blocked all PSTN transfer by globally in my organization ( :  Sevice Parameter> Block Offnet to Offnet = True.)

and need to open for some of the phones … Is it possible…?

That's not possible, if you look at the section on which the parameter it's located it mentions that they're clusterwide parameters. Meaning it's either all phones or no phones.
