Outgoing call to Fixed Line number not working

It is amazing issue where i can call to and receive from mobile number but i cannot call to fixed Line numbers to some branches. I can receive calls from fixed.

When i call Fixed Line number it says ' The number is incorrect'. I have checked the configuration on router as well as CUCM and didn't find any flaw.

Can anyone comment on this please?

Provide the cal flow for this set up and also collect debugs. If it is TDM circuit th collect ISDN q931, if SIP collect ccsip messages.

First try dialed number analysis, call out from cucm or not....

Open rtmt & check dialed no and trace call fail reason...

I tried the DNA Analysis. Actually phone is working if we call to other branch fixed line but when i call to the same branch fixed line it is saying 'The Number is incorrect'.

Say 06-123456 is the fixed line number for branch 1 and 02-239920 is the number for branch 2. I can call from branch 1 to branch 2 but i cannot call from branch 1 to another number in branch 1 say 06-293911. 

As you mention can't call in same branch number, from one extn to another extn...... but its working for another branch.

is that all ip phone register on same cucm cluster?

check your css & make sure order of partition is right.

check your translation rule and dialing patterns, make sure  not conflict with others.

trace it on rtmt dialing no & dialed no....check in attach file..

It can be interoperability issue with PSTN' service provider, I faced this issue once with MGCP gateway and ISDN E1 PRI then I changed the gateway as h323 and it worked. But, its worth to check with service provider first if you are sending correct digits to them.
