Typically this error is B-Channel allocation for an outbound call. I see that you are sending and receiving call starting on the same ports. Can you switch the serial port channel selection for outbound to from desending to assending? That way the outbound will allocate in the opposite direction.
int ser x/x:15
isdn bchan-number-order ascending / decending
Other causes the Carrier is not accepting call for some reason. Try moving isdn call type and plan to unknown. It is National / unknown now.

Thanks for the reply Mike ..
Sorry I should have mentioned it , we have 2 voice gateways at site.
Primary voice gateway with same config is working fine for both incoming and outgoing calls.
This is the secondary Voice gateway from which outgoing calls are not working. Any ideas ?
Many Thanks

Is this MGCP or H323?
I am still thinking this is a B-channel allocation issue. Can you change the channel selection.
DSP should not be an issue because you see call inbound get Bchannel allocation.
