Problems between analogue telephone (ATA) and IP phones

hi

The problem is when I call for an analog phone and IP phone answers the call is dropped and the analog telephone ring tone congestion (busy), the same happens when I call an IP phone to an analog telephone.

phones are registered in a Cisco Unified CM Administration System version: 6.1.5

where is the problem?

Descriptions sounds like a routing issue....did you verify the route partition and CSS for the ATA?
