Problems with VOIP calls

current set up

site 1

Router connected to PBX by E1

Site 2

router connected to PBX by E1

End to end to IP connectivity has been check and is working

Problem

when trying to make a VOIP call the user gets a dial tone from the router, after dialing the telephone number for a user at site 2 they get an engadged tone.

I have used the "gw-accounting" command to try and trouble shoot the problem but i not to sure of the output (see attachment).

You will need to add the following command in your Site 2 router.

Dial-peer voice 99999 pots

direct-inward-dial

incoming called-number .

port 1/0:15

To help improve my knowledge

Can you tell me why i would need to add that command?

Also this is my current config
