QoS VSAT IP based modem to cisco router

Hi ,

I have cisco router which has E1 (limited 10 channel)

4 FxS and connected to VSAT Modem by Ehternet port. I have applied QoS with priority in voice around 250 Kbps to ehthernet . but during heavy traffic , the voice was choppy . Anybody can help this ?

In which direction is choppy ?

Is that an internet circuit or a private one ?
