We are having issues getting calls from a site in Guatemala, from a Panasonic IP PBX to connect to a site in Tampa, FL over a bonded 3Mb point to point T-1. The voice calls pass from a 2821 router to a 7206 router with voice capability.
We see Error Code 65 - Bearer Capability Not Implimented, error Indicates that the equipment sending this cause does not support the bearer capability requested (i.e.requesting 64kb data when only speech is supported).
Is this something with the carrier connection or do we need to set the voice-port to allow bearer-cap speech.
Will this effect other callers that come in over that interface? We don't have this issue with any other site.

It seems that the carrier is not providing the capabilites.

It could be because of the E-1 to T-1 conversion but we actuallly we input bearer-cap speech on the voice port these calls were hitting and it cleared the issue.
