register a 9971 phone on ver 15.3.t 2921 router

I have set up voip on a 2921 router with all the necessary configuration, my 7937 conference phone and the 7945g phone works fine. The problem is with the 9971 phone which I guess Cisco considers it a sip phone I set up also the sip config but the 9971 phone still wont register with the cme. what i am missing.

The first thing that sticks out is that you are trying to pull the following phone load for the 9971:

voice register global

load 9971 9971

This does not look like a valid file name for any firmware load.  Additionally, you don't even have a tftp-server statement making a firmware load available to download.
