Replace SIP URI with dialed TN from "To:" on inbound calls

Is there a way for us to replace or translate the SIP URI on an inbound call to the dialed number (To: field in SIP header) to facilitate a single trunk registration on a Cisco IAD2431-16FXS?

Adtran has a command that does it, "dialed-string source to" under the SIP trunk configuration, but we were unable to find a Cisco equivalent, or if it was even possible.

We are able to circumvent this issue by having each and every number register to our soft switch by adding credentials for each, but this is not ideal because in an environment where we're handing off a CAS or PRI T1 to the customer, we could have hundreds of numbers.

I can provide a much more detailed account of the scenario that brought this up if necessary, but I thought I'd first ask if someone knew of a way to do it off the top of their heads.

There is no way to translate the SIP URI in the 'To' header into a skinny phone number for incoming calls from the SIP side to the skinny phones. The setup will only work if the call is SIP to SIP.
