I need to prevent users from forwarding their phones CFA to external 10 digit numbers. The forwarding needs to be limited to 4 digit internal numbers. I am using Cisco Communications Manager Express.
Can this be done with COR? Is it even possible?

Is there a way to apply this globally or does it have to be applied at the ephone level?

It goes on ephone-dn or ephone-dn-template, so if as good practice recommends you are using dn-templates, you can apply it easily it to entire groups.
As you will invariably have the request that certain users are not limited.
