We just purchased 100 model 8841 IP phones to use on the DoD's Enterprise Classified Voice Over IP (ECVoIP) program. As such, we also had to purchase separate, push-to-talk handsets to replace the handsets that came with the phones. I now have 100 new, unused handsets still in their protective wrapping that we cannot use. Is there any type of return program available so I can return these handsets? We have no other use for them and I hate to see them go to waste.

So low chance a Cisco representative will read and answer this here. Consider to call customer support. But I suspect Cisco will not be interested.
You may consider to offer them as spare parts. There are some companies selling refurbished Cisco phones that may be interested.

There is no way to return just one part of a product, so I suggest you keep some as spare in case you need them, and perhaps try to sell rest on eBay, etc. as other folks may be looking for spare parts.
