Routing call through SME via SIP trunks to multiple clusters design

I have the following scenario:
Cluster A---SIP Trunk----->CUBE---SIP Trunk---->SME----->SIP Trunk----->Cluster B.
I have to make a call on emergency number (registered in cluster B) from cluster A to cluster B via CUBE and SME . Because of certain security policies in

my network, I cannot directly route my call from cluster A to Cluster B and have to come through CUBE and SME. Now , similar to cluster B , I have 12 clusters with 12 trunks to SME. Each of these 12 clusters are having about 30 sites. Each of these 30 sites are having their own emergency numbers and separate partitions for each site so that one site cannot call the emergency number of other site. Assigning 30 partitions to each trunk for 12 trunks is a lot of configuration. Please suggest a simpler design to reduce the configuration.

 just a couple of questions ...

1) These Emergency Numbers are the same?

2) These Emergency Numbers are local IP Phones or a PSTN number (like 911)?

Hi Marcelo,

1. These emergency numbers are not same they are of 7 digits..initial 4 digits are site code and rest is 10X.

2. They are not PSTN numbers but local IP phones only.
